You can assign specific administration options to individual access groups under admin tab of security access group.

To implement this feature, go to security access group available under admin → security section. You can either edit an existing group or create a new one.
In Step 2, select the admin tab check box. You can choose which of the administration options people with this role have. Tick the box next to the appropriate feature to enable it for this role. You can click on the enable column heading to select or de-select all the options.

You can now edit custom email templates for scenarios such as activation, new password, recruitment, and so on.
To edit email templates, go to email templates under admin -> system section.
